Hutchinson Man Arrested After Overnight Standoff Blocking a Mile Segment of Halstead

HUTCHINSON, Kan. — A Hutchinson man is in custody after a battery incident late Wednesday night that led to an overnight standoff that blocked a mile segment of Halstead between 30th and 43rd. The call initially was sent to Reno County Sheriff’s deputies, who advised Hutchinson Police the incident actually occurred in the city.

Officers then went to a residence in the 3900 block of North Halstead and attempted to make contact with the man, identified as 57 year old Michael Shane Penny, who had told the victim he was not going to jail. After a joint emergency response team was set up Penny surrendered to the team just after 6:30 AM.

He was booked into the Reno County Correctional Facility on requested charges including aggravated domestic battery, criminal threat, violating a protection from abuse order, criminal restraint, disorderly conduct, interference and criminal deprivation of property. He is being held on a 18,600 dollar bond.

As a precautionary measure, Hutchinson Police increased patrols this morning in that neighborhood, which is near Union Valley Elementary School and Central Christian School.
