McPherson County Commission Approves Vehicle Purchases, Equipment Upgrades and Windom 911 Tower

McPHERSON COUNTY, Kan. — Multiple vehicle purchases were approved by McPherson County Commissioners Monday. Three patrol vehicles for the Sheriff’s Office were purchased from Midway Motors for a combined cost of just over $124,000. Midway had the low bid of three submitted, the three bids were within less than $800 of each other per vehicle. It also accepted a quote from JR Audio of Holcomb to upfit, or move equipment from one vehicle to another, at $4,705 per vehicle. 

Commissioners also approved purchase of an SUV for Emergency Management from SERV of Goddard at a cost of $65,695, which includes the cost of upfitting, to replace a 2014 vehicle.

The Commission Monday discussed purchase of a re-manufactured forward drive hydraulic motor for a Public Works loader that was damaged a couple of weeks ago while they were using it to haul trees away from a creek when a branch went up and broke a solenoid off the motor.

While that was repaired, they could not get it to calibrate, and after consultation with CAT technicians, who could not figure out the problem either, and recommended the motor be sent to their local dealer to determine if it it can be repaired or will have to be replaced. A re-manufactured motor would cost just under $8,900, and if the core is bad add another $4,800 to that price.

Commissioners approved purchase of mower places for the upcoming season through SMS Powertrain at a cost of just over $3,318 including shipping, which provides five sets of blades per mower, 62 blades in all.

Commissioners accepted a resolution of the City of Moundridge revising an earlier resolution connected to annexation of an expansion of Tortilla King into the city limits. Moundridge City Administrator Jeremy Johnson said the Register of Deeds Office noted an error in the description of the property involved, which led the Moundridge City Council to adopt a corrected resolution earlier this month.

Johnson also reported all signatures have been obtained on an interlocal agreement for a Neighborhood Revitalization Plan, which along with the city and county also involves USD 423, and that has been sent to the Kansas Attorney General’s Office for review and approval.

Another couple of items for the McPherson County Building were discussed, including a change in plans for storage cabinets to be used in the Register of Deeds Office. Commissioners reviewed a proposal from Fuqua Construction to place storage cabinets with fixed shelves for document books in two storage vaults on the first floor, an angled solid surface top work table in the main vault, and document book storage with adjustable shelf storage for a second floor storage room.

This would replace the existing metal storage they now have at the Courthouse The cost of this proposal, $55,820, reflects a deduct for moving of existing shelves to the new building.

Commissioners accepted a quote to place four new Automated Electric Defibrillators in the building, cost just over $6,000. This would place one unit on each floor of the building, one is already in place

The new Windom 911 communications tower was accepted Monday by McPherson County Commissioners. The tower near 4th and Kiowa Road will improve emergency communication capabilities in the southwest part of McPherson County.

This acceptance included as a condition resolution of a number of punch list items that were identified during site visits in December at that tower along with the Moundridge tower site and the Law Enforcement Center. This included such things as connecting an alarm system, addressing a number of wiring, grounding and labeling issues.

Concurrent with this, final payment was approved to L3 Harris for $71,358 for the Windom tower project.

An estimate was approved from Hedlund Electric for tracing of multiple electrical branch circuits from a UPS to two server rooms in the basement of the Law Enforcement Center and labeling of receptacles once identified along with tracing out existing panel feeders in the server room. This is connected to a generator issue there in the past month. The $2,800 quote does not include overtime, new branch circuits, any rewiring or other related items, which if needed will be on a time and materials basis.
