HUTCHINSON, Kan. (July 9, 2025) – The Reno County Commissioners in their meeting this morning, heard a request for funding of an emergency operations command center at the Kansas State Fairgrounds, which would also house VIN inspections and the Kansas Highway Patrol year-round. The estimated cost is $4.2 million, and they are seeking $500,000 each from the city and county, in addition to grants. The proposed site is the former Fire Station One.
Commissioners questioned why the county should fund a building on state property, noting the state does not share fair revenues and that the KHP is a state agency. Commissioner Bogner felt the request was too high given the county’s existing unreimbursed contributions to the state. Commissioner Hurst questioned the need for a new building after a previous, structurally sound fire station on the same site was torn down. Brian Shultz explained the old building was not ADA compliant and would have been too costly to upgrade.
The economic impact of the State Fair was cited as $117 million for the community, though Bogner noted little impact on county sales tax receipts. Commissioners emphasized the need for county benefit from the facility outside of fair dates. Shultz was open to discussing county use and control, but indicated greater county contribution would be needed for majority control. The commissioners will continue discussions on supporting the project, stressing responsible use of taxpayer money.
Reno County commissioners also approved the design for the Station 2 EMS building, allowing the project to go out for bid. The estimated construction cost for the remodel is $600,000. The city is now requiring a fire suppression system due to the kitchen, and occupants sleeping in the building. That system, along with the infrastructure required for it, will cost approximately $63,000. Director of Facilities for Reno County, Kyle Stewart, presented the drawings and cost estimates. Commissioner Hurst expressed frustration with the fire suppression system requirement. Commissioner Parks also emphasized the desire to use US manufacturers and companies when accepting bids, citing the need to finish projects on time, and the difficulties that the new Hilton Garden Inn and Conference center has run into with slow material shipments from overseas. Â
