Barton County Commissioners Approve Contract with Postalocity

GREAT BEND, Kan. — Barton County Commissioners Tuesday approved contracting with Postalocity, at a cost of nearly $17,500, for the bulk mailing of Revenue Neutral Rate Notice statements which have to be put into the mail by Aug. 10.

County Clerk Bev Schmeidler said three firms submitted bids, but two of those bids were incomplete. Postalocity has done the mailing of these statements for the past two years. Contracting this out provides a significant savings for the county as to do it in-house would require a substantial amount of overtime, and the fact this is going on at a time when the clerk’s office is getting ready for next month’s primary election.

As it has for the past two years, the state of Kansas will reimburse counties for the expense of sending out these notices. This reimbursement is being decided on a year to year basis. This notice is required to be sent if the amount proposed to be raised from property taxes exceeds that which was levied for the current year.

Commissioners also approved a large number of tax roll changes as recommended by the Appraiser’s Office. Schmeidler said these involved removal of penalties on personal property and oil and gas as directed by the Board of Tax Appeals.

A 20-minute executive session was held on legal matters under the attorney-client privilege exception to the Kansas Open Meetings Law. No action was taken out of that session.
