HUTCHINSON, Kan. – [July 13, 2026]- The City of Hutchinson is providing advance notice that traffic signal changes will begin August 11, 2026, at the intersections of 23rd Avenue & Tyler Street, Bigger Street & Maple Street, and 11th Avenue & Baker Street.
This 30-day notification is intended to give motorists time to prepare for the upcoming changes. On August 11, the first phase of the project will begin as the traffic signal heads are covered (bagged) to deactivate the signals. Prior to that transition, the City will provide additional information about the new traffic patterns and traffic control measures that will be in place at each intersection.
The covered signals will remain in place for a minimum of 90 days while the City monitors traffic operations and safety. Full removal of the signal poles is scheduled for late November 2026.
Why Are These Signals Being Removed?
Following a recent traffic engineering evaluation, the City determined that these signals are no longer warranted based on current traffic volumes, safety considerations, and national standards. Removing unwarranted traffic signals is a proven approach that improves safety and reduces costs while maintaining effective traffic control through alternative methods such as stop signs.
Cost Savings and Infrastructure Avoidance
Removing these outdated signals will result in immediate operational savings and significant long-term cost avoidance.
Estimated Annual Operational Savings (Per Location):
- Electricity Costs: $800.00
- Maintenance Task Costs: $700.00
Total Estimated Annual Savings per Intersection: $1,500.00
Avoided Intersection Upgrade Costs (Per Location):
Due to aging infrastructure, these intersections would require substantial upgrades to remain operational. By removing the signals, the City avoids the following estimated expenses per location:
- Detection: $18,465.00
- Battery Backup: $5,078.57
- Traffic Cabinet: $10,037.65
- Signal Controller: $5,000.00
- Signal Lights, Backplates, Pedestrian Signals, Brackets, etc.: $10,345.91
- Lids & Manhole Rings: $2,551.12
- Signal Wiring: $5,000.00
Total Upgrade Cost Avoided per Intersection: $56,478.25
Safety and Efficiency Improvements
In areas with lower traffic volumes, traffic signals can create unnecessary delays, increase driver frustration, and contribute to rear-end collisions. Replacing signals with stop signs or other appropriate traffic control devices helps reduce these risks while maintaining safe and efficient traffic flow.
