McPherson City Commission Approves Lot Split Regulation Change, CCCK rezoning, Pavement Study

A change in subdivision regulations related to lot splits was approved by the McPherson City Commission Tuesday. The ordinance will permit two lot splits to occur before a replat is required and also gives the Subdivision Administrator authority to bring a lot split to the Planning Commission for their consideration. This change does not apply to the three-mile extra-territorial jurisdiction surrounding the city, which McPherson County Planning and Zoning administrator Jon Kinsey has previously stated opposition to. There were no comments made to the city Planning Commission when they considered this item last week.

The Commission also approved the change of zoning for 24 tracts owned by Central Christian College of Kansas to replace a protective overlay for a B-1 zoning to a planned unit development with two business and two residential zoning classifications included, which will give CCCK more flexibility in developing their campus.

A contract for a pavement condition survey was approved. The Survey, to be done by Transmap Corporation at a cost not to exceed $56,407, will look at street conditions including a radar penetration view of the depth and condition of what is underground, which Public Works Director Eric Duerksen said will help the city avoid the situation that developed during a recent project in the Sycamore area.

Commissioners approved purchase of four Level A vapor entry hazmat suits for the McPherson Fire Department. The suits have a ten-year life span provided they pass an annual suit integrity pressure test. The fire department budgeted for one suit replacement this year, but last December it responded to an incident that involved an acid spill in which four suits were utilized.

The suits were decontaminated and they attempted to re-use them fur two of the suits failed their pressure testing. The suits are being purchases through Delta Fire and Safety at a cost of $19,913 plus shipping. The city has been reimbursed by the carrier’s insurance company for this cost.

The Commission approved placing of a stop sign on Lincoln Street at the T intersection with Augustus Street. Residents in that area requested placement of the stop sign due to traffic concerns at that location. Public Works staff will also be coordinating with the Public Lands and Facilities Department to trim trees that are limiting visibility at the intersection.

Commissioners also approved a request from Habitat for Humanity of McPherson to help with the costs to demolish a small house at 1112 North Elm, where this year’s Habitat House is being constructed.

It approved closing pf the 400 block of East Hill, between Oak and Cherry for a private 4th of July and anniversary celebration and of Oxford Drive the evening of July 10th for a block party. It also approved renewal of the enhanced cereal malt beverage license for Casey’s on North Main.
