Norma Ann (Robl) Higgins, 85, of Lyons, Kansas, passed away April 14, 2025, at Rice Community Health, Lyons. She was born May 11, 1939, in Hutchinson, Kansas, the daughter of Alvin Andrew “Dick” and Martha Irene (Link) Robl. Norma has resided in Lyons since 1959, formerly of Chase, Kansas. She graduated from Chase High School, with the class of 1957. Norma was employed by the City of Lyons from May 1, 1973 and retired as City Clerk on February 28, 1999. She was a member of St. Paul Catholic Church, Lyons and the Lyons Fire Department Ladies Auxiliary. Norma enjoyed playing bingo and bridge, and gambling. She loved traveling, and most of all watching her grandkids play sports. On November 30, 1957, Norma was united in marriage with James E. “Jim” Miller, in Lyons. He preceded her in death on March 22, 2004. On April 21, 2007, Norma was united in marriage with Raymond E. Higgins, in Lyons. Norma is survived by her husband, Raymond Higgins of Lyons, KS; four sons, Rick Miller and wife Kim of Lyons, KS, David Miller and wife Darla of Bellville, TX, Mike Miller and wife Colleen of Salina, KS, and Jeff Miller and wife Christy of Partridge, KS; daughter, Diane Moor of Lyons, KS; sister-in-law, Judith Robl of Lyons, KS; thirteen grandchildren; and twenty great-grandchildren. Norma is preceded in death by her parents; husband, James E. “Jim” Miller; three brothers, Alvin Robl, Martin “Jerry” Robl, and John Robl; and sister-in-law, Linda Robl. Funeral mass will be at 10:00 A.M., Monday, April 21, 2025, at St. Paul Catholic Church, Lyons, with Father Michael Brungardt officiating. Burial will follow at Lyons Municipal Cemetery. Visitation will be from 4:00 until 6:00 P.M., Sunday, April 20, 2025, at Birzer Funeral Home, Lyons, with family present. A rosary will be at 6:00 P.M. Memorials may be given to St. Paul Catholic Church, Lyons Bell and Star Fund, or Rice Community Healthcare Foundation in care of Birzer Funeral Home, Lyons.
